FEBRUARY 17, 2010

The Association received 13.6 Notice on Friday February 12, 2010 at 1:35:57p.m. The Association contacted Management and arranged to consult on Monday February 15, 2010 at 11:00a.m. Present at the consultation were directors for East, Central and West Delivery along with Labour Relations Officer, and members from staffing and PCR. Present from the Association were Angella Dunn - DVP, Lance Graham – Branch President and Doug Dowell – Delivery Vice President.

The Notice received from the Corporation for the Delivery Office includes but not limited to: retie and reconfigure fourteen (14) OP-3 positions and five (5) OP-2 positions and create one (1) new OP-3 position. The Corporation will also delete four (4) OP-3 positions and three (3) OP-1 positions. The Corporation also spoke of: reducing the number of Zones in Delivery by (2) two; changes to the Local Area Supervisors/Retail positions among other changes.

There were no organizational charts presented to the Association or at this consultation to explain and show the impact of these proposed changes. The Corporation asked that the Association waive the 45 days and approve these tentative changes. The Association expressed concerns that the majority of the changes will impact Delivery East region. That with positions still to be approved by Canada Post National should the Association waive the 45 days and approve changes not yet approved by National would create for future problems should these changes not be approved. The Association advised Management to present organizational charts by Friday February 19, 2010 which we will review on the week-end and arrange for follow-up consultation early next week; that is Monday February 22, 2010.

Annual Leave was also discussed. While we the Association are anxious to start annual leave bidding in delivery it would be unwise to proceed at this time for the following reasons:

• With the deletions of two zones the zones as is to day will change,

• Employee entitlements for many of the zones are yet to be determined,

• Positions are yet to be approve

• Members are yet to be advised of impact to his/her position and/or


The Association is working with Management to have these issues resolved without delay to enable us to proceed with annual leave bidding once the entitlement and bid boards are ready.
