''Update on the re-organization''

The Association has met with the Corporation representatives to discuss the proposed Operational Organization Changes for 5 days over the past two weeks. The Association has seen movement from the Corporationís original proposal which would have eliminated/delayered all Superintendent Positions within the Collection & Delivery Operations area. The parties have come to an understanding on moving forward with a Re-Organization/Re-Balancing of the Delivery Model which would retain fewer Superintendents within the Collection & Delivery Operation. These Superintendents will focus their role on leading, coaching and supporting Supervisors in achieving the needed results. The principles for team sizes for supervisors have been maintained. The next step would be for Regional Joint CPC/APOC Committees to review in detail recommendations for each of their delivery operations.





The Committee recognizes that the proposals put forth by the Corporation would see the reduction in Superintendent Positions, and that has prompted questions from employees about what this means for them and their job security. The Committee would like to remind APOC represented employees that all regular employees who were employed in the bargaining unit on or before October 8, 2009 have job security, and that anyone who joined the bargaining unit after October 8, 2009 as a regular employee and has five years continuous service with the Corporation has job security.





The next phase calls for continued discussions to discuss the Superintendent positions within the Plant Operations area. On this point, the Corporation has indicated a willingness to look at further however, it remains extremely important to note that it is this group specifically where the Corporation is of the opinion that these positions are not needed.





The Corporation continues to reference the term efficiencies - letís be clear. Efficiencies = Head Count Reduction. Thatís it thatís all...there is nothing efficient about this mandate.





The Association will continue to discuss the proposals and work towards convincing the Corporation of the errors they are about to commit. We will provide further information as discussions continue to develop.
